I wonder if half the problem is really people just googling an answer that suits their views and defending it to the hilt without understanding it these days.
As a scientist I think the idea of improving maths understanding is important, but feels, like you suggest more of an issue of curriculum and quality teaching.
The emphasis politically seems to have shifted back to rote learning over the last decade. Just when that was least useful.
