But what’s the point in the PL money and the parachute payments if it never achieves anything?

The reality is we were sensible first time round, spending nothing, but equally wasted our best chance of staying up. The squad was stronger first time round than second time. Second time we ballsed up recruitment, but not sure it ever was feasible having lost buendia in the summer (and skipp effectively too).

So yes, not the worst thing, but a waste too.
