I think it's actually hard to say

the number of places in the UEFA was based on the country's performance in European competition over the previous 5 years or so.WHich was why, by the early 90s when the ban was lifted, we'd gone down to only having one or two places in the UEFA, so needed Arse to do us a favour to qualify.

So when we were decent in the late 80s, whether we would have qualified would have depended on how English clubs had done in the previous years. Would guess they'd have carried on doing OK....
