Uni league tables for subjects are always a bit of an oddity

York may well be better than Loughborough for physics degrees but I think a degree from Loughborough would generally be considered to be better than one from York - particularly amongst employers - due to Loughborough being the more esteemed University overall.

I would prefer both York and Loughborough over Birmingham.

It would also be worth seeing what is available through clearing. I got my first choice Uni - despite doing worse than anticipated in my A levels - but realised I had the points to go to much 'better' places through clearing.
