except when you have the likes of Webber bigging himself up and selling the dream that we're wanting to be a top 17 club etc.

It's either outright deceit (which I can kind of understand, you've got to sell a product) or he doesn't actually have as much of a clue as he thinks about what it takes to be a PL club and just how good a top 17 player & squad needs to be.
