The thing is clubs at the lower levels are just as guilty....

and are less likely to be bailed out.

Maybe a simple accounting system where your yearly wage bill can not be more than your total matchday revenue.
(tickets and vending)

I am amazed how many clubs have NOT gone to the wall during this pandemic.
I would have predicted a lot more going into admin.
