Permissive paths are one thing but "right to roam" is completely another

It works pretty well in Scotland because there's just so much bugger all, with land not being used for anything commercial other than forestry - because it just can't be, it's high and rocky and cold.

Totally different story in most of England, which is used heavily for arable agriculture. If you just let people "roam" in England they'll walk all over land being used for crops. Even as it is I have to explain to Johnny Knobhead about once a fortnight that his right to roam does not extend to my agricultural land because it's excepted land for the purposes of Schedule 1 of CROW User Posted Link
