Thats the most sensible suggestion I have heard but the Prem clubs aren't going to agree

because they get nothing for the money they give up (I'm sure these business men aren't in it for the warm glow of rescuing Maccelsfield). As the Premier League has all the money it dictates to the FA not the other way around.
