The scientists gave government two options at the start of March. An extreme lockdown, or mitigation with thousands of deaths. They went for the latter and it was a disastrous call and ended up locking down anyway.
Part of the issue here and this is not a partisan point, but the Tory party have a natural inclination to not involve the state. Their hesitancy I am sure stemmed somewhat from this.
