Surely its a good idea that is having problems.

One of our penalty decisions vs Man Utd was nothing short of bizarre.

Lets look at a sport with a mature VAR system like the NFL.
Yes a bad decision is made occasionally but on the whole they get over 99% of decisions correct.
Which is surely the goal.

This suggests that VAR is only as good as the refs watching the replays.

Maybe VAR doesn't need replacing but the people watching the replays do.
They need to be accountable for bad decisions and not protected.
If a person does a job badly they would expect to be reprimanded or fired in the real world.
