In my old land surveying days we worked off

1927 Ordnance Survey maps which had the note "liable to flood" along the majority of rivers in Norfolk and Suffolk. Many of those fields now have building developments on them. I've just presumed that over the years money talks when it comes to issuing Planning Permissions.

Also we employed reed cutters for an annual river clearance to avoid silting up the channels and would carry out planned dredging works to keep the rivers clear. Since the green lot got involved that was all stopped about 30 years ago and so the rivers silt up and the water has nowhere to go but over the banks. Madness.
