All semantics though isn't it. They know full well that nobody is going to

come in and invest serious money in the club whilst they retain control of it.

So therefore by refusing to sell then effectively they are preventing investment because that's realistically the only way investment will happen.

I've accepted their position even though I do realistically think that it will ultimately hold us back/lower our glass ceiling because to succeed under our model we have to be consistently outstanding in everything that we do and I assume what it means is that our budget will not increase that significantly (perhaps a bit from sponsorship or some player sales) from what it is now even if we do stay up for several seasons.

Slightly different point though really as to whether you can find a little bit more in the transfer kitty (perhaps taking on some debt in the process) for a calculated gamble on a quality defensive midfielder this summer.
