It was the movie 'Capricorn One' in the late Seventies that started the craze

Nothing to do with the Russians, who knew it was real (they could track little spacraft all the way to Venus and Mars, so there is no way whatsoever they couldn't track a much bigger, noisier, Apollo spacraft as relatively close as the moon) and congratulated the Americans accordingly.
