Suspect not, otherwise why not announce it up front? It's not obvious there's any reason for them to do it (would cost them money if they hit the cap) - whereas leaving it unsaid might make people fear they will, and so rush out to buy them early.

As for the number of 10-away-game people - genuinely don't think we should assume they know! Depends how good their systems are - and from what I've seen of these kinds of tickets, you shouldn't assume they're that good. Again though, if they do know, agree they should be saying, really.
