well they can know if they are going to cap each 'membership' level

if they allow 5k priority members, for example, then standard membership is hardly worth anything.

Likewise, if the club know there are 1k+ fans for example who went to 10 games last season; then that doesn't leave many left for 'priority' members for some games.
