Because the aim of a shot is to score a goal, which involves getting the shot between the posts. A ball that hits the post doesn't count as a goal so it clearly isn't hitting your target.
The goalkeeper argument is stupid because the only reason the goalkeeper HAS to save it is because it IS on target and if he didn't make the save it would be a goal . A goalkeeper doesn't need to save a shot that is going to hit the post (he might choose to save it anyway).
If you could be SURE a 'saved' shot was hitting the post then it wouldn't count as a shot on target (I am presuming here that if a keeper 'saves' one that is quite clearly going past the post anyway that wouldn't count as a shot on target?)
