where are these rules officially posted?

can someone show me them written down on a FA website? Or is it just that people are assuming that's what they are because no-one has ever mentioned any other possibility until recently? If the FA rules specifically say that 4th place qualifies thenthe FA could have just said so and there'd be no debate so I'm wondering if the FA rules actually say its at their discretion.

PS Not taking the piss, I'm just interested to know.
