The rules said finishing 4th means you qualify.

End of. No ambiguity, and no discretion required.

If the FA wanted there to be circumstances which meant that wouldn't be the case, then they would have needed to say so at the outset.

Would have been very easy for them to have said: "Finishing 4th means you qualify, unless someone beneath you wins it, in which case you don't."

They didn't, so that's it.
