what's the point of voting to introduce (for example) environmental controls on companies if they can just relocate to a nearby country to evade. That just forces countries to scrap controls on companies to stop them relocating (and means that companies not the electorate are determining government action). Only by ensuring all countries have the same standards (which requires some sort of supranational governing body) can you retain democratic control of the economy. 'Market forces' are not democratic in unregulated form, because those with more money have more influence in a market. Therefore to retain democratic regulation in a Europe-wide market requires a Europe-wide body (which is why the EU exists).
