No I do not. I am saying that we put more in and that's why there is more spend. The

reason I would like to see them look at different systems is NOT because of spend. Investment is of course always important but systems don't run efficiently just because you throw money at them.

First step is to look at an efficient and fit for purpose, scalable system, then it is time look at the funding it requires. We might be pleasantly surprised.

If you don't look at your system's efficiency and effectiveness, first you run the risk of throwing away large percentages of any funding increase. That's my point.
