It's become politically intractable

if the Cons suggest doing anything other than spending lots, they're immediately accused of wanting to wreck the NHS blah blah blah - it's one of the Lab party's greatest electoral tools - but as an unhappy result, in turn, the Lab Party has no real interest in considering or even allowing for sensible discussion of reform.

So we're stuck.
