suspect it's because many think she has done things that

have seen others (who have done similar things) go to prison. eg her handling of classified emails.

Benghazi also seems to have an almost absurd level of influence on perception. Blood on her hands etc.

So Trump's throwaway line is just clever baiting of his support base.
