It is very simple;

A - we offer them Champ wages (which we know we can afford but which they may decline)

B - we offer them Prem deals (which is a fiscal risk and might limit our ability to squad-build)

We also have to predict how they will develop, how injury-prone they may be, and their potential ceilings.
