we spent our cash retaining the players we already had

They were mainly players we acquired when we had more money available and were more attractive to potential signings. So buying players better than them when we have less money and are less attractive would be pretty tricky.
So what we have done is invest in players with the potential to improve and contribute in the future when those more expensive players have moved on (especially useful if we fail to get promoted again and our parachute payments expire)
