And not needing to is not necessarily the same as not wanting to. Loads of reasons you might want to.
If a player is entering the last year of his contract and won't sign a new one you might not NEED to sell him but you'd be stupid not to.
Or someone might offer you a really high price for someone that you think makes it a really good deal to sell.
Or you might just want to freshen the squad up or get different types of players in etc.
