The government should butt out. If it's anything like here the government requirements are

not helping the consumer as is the perception. They are crippling the potential improvements.

For example, auctioning mobile 3G and then 4g frequencies at ridiculously high prices which bring telcos to their knees and then a few months later passing legislation slashing the revenue streams which were the business case for buying the frequencies at that price in the first case. That's how you end up killing competition and innovation.

Leave them to it and the market economy will perform natural selection.
