If it promotes interest in taking part and not just watching.

A lot of the successful medal areas (rowing, equestrianism etc) you need to be prepared to shell out for expensive gear (bikes, boats) or memberships to start with. And then mix with people you wouldn't normally.

I know there are examples which disprove the theory, but there weren't many non-RP accents in the rowing 8.
