His point is that the EU is not democratic and categorically does not serve

the interests of the working class throughout Europe. Britain leaving the EU would be a step towards breaking up the Union and either replacing it with something more democratic, or implementing a more socialist framework on a national level.

Of course, as he also says, that is not realistic at this moment in time. Because, although a leave vote may precipitate the break-up of the EU, and start a genuine discussion on how it can be replaced, it will also put the right-wing thatcherites and xenophobes in charge of Britain for the short to medium-term - allowing them to do untold amounts of irreparable damage.
