Regulations -> Direct effect
Directives -> Need UK enabling legislation
as an example, current Data Protection Act 1998 (DPA) is a UK version of the current EU Data Directive.
In 2018 a new General Data Protection Regulation (GDPR) comes in to force to replace the existing Directive (and our DPA), with the GDPR being directly effective in the UK without the need for a new DPA.
