actually, that is the wrong way around

The UK authorities have a reasonably effective way of keeping our hoolies at home while the Russians, presumably, do not.

As a result the English fans that want to scrap are watching it on telly, while the fans that have no interest in hooliganism (scarfers, dulloids and the posh middle-class johnny-come-latelys) are faced with a thumping.
