isn't that the same for every manager in the world regarding overseas signings?

The manager identifies the kind of player he is looking for, the scouts draw up a short-list, the manager then chooses the best option within budget.

Of course there are constraints, but the manager is the one who at least should be making the key decisions. They are his signings and his responsibility more than that of anyone else, imo.
