Is he a bit of a weirdo? Who would win in a fight?

Joking aside though I would try and get some recordings of the noise before doing anything or keep a diary of incidents.

I am always loathe to report stuff because you worry you will end up in some kind of fued so i guess it in part depends how much of a nutter you think the bloke is but in some cases you have no choice as persistent noise at night can really start to get to you mentally. we had a neighbour once who used to get drunk and play the piano and sing and have blokes back to her house all night. She was perfectly pleasant during the day but basically an alcoholic and a bit unhinged.
