Anyone got any experience with noisy neighbours?

Do Councils tend to put their foot down if they get involved? Any other advice? The see you next Tuesday downstairs is playing his guitar and singing again as he often does until 5 or 6am, and he gets aggressive when I tell him to stop. He clearly fancies himself as a latterday Nick Drake but he sounds more like a two-bit Norman Wisdom. He never answers the door either so it's impossible to try to reason with him. It's f**king infuriating.
