I can only answer the first bit.

If it's a head injury they should seek immediate medical assistance and not someone with a basic first aid badge.

They should have called an ambulance. If it was my kid I would take them out of there and be on he blower to the he council asap.

It would be interesting to see if the accident was recorded .
