Advice re kids at school and injuries

Right, so my littlun had settled into her new nursery school really well and absolutely loves it. The teachers are lovely and the school a nice environment. She's 3 years old.

Yesterday she fell off the play area on stepping stones and smashed her head full into another stepping stone knocking her out cold and huge lump on forehead and bleeding.

My question is this

The school didn't ring an ambulance but called me up and got me out of work to take her to a & e.

Is this normal? Surely they should have procedure in place for a teacher to take her to a&me or to call paramedic.

Also is it normal for a 3 year old to be left unaccompanied on something like stepping stones? If I was with her at a park there's no way i'd not be holding her hand on something like that. Seems odd to me they'd let a 3 y/o go over something like that 2ft off the floor.

Don't know if I'm being picky and protective or if something is wrong with their policies. The school are great and also my new employers so hesitant to say anything but don't feel what happened was right or should happen to anyone else.
