If he is married to a UK citizen which by the sounds of it he is

Can't he apply for a spouse visa providing she either earns a sufficient amount of money or has sufficient savings etc. If the latter is not possible, can a short term loan with friends be arranged for her to satisfy the financial requirements before she promptly returns the funds to whoever lends them to her once the visa has been obtained?

The main reason I thought those financial criteria need to be met is so that the non-UK citizen spouse (in this case the husband) does not need to claim anything from the state in the form of benefits etc, which we want be able to anyway given the type of visa a spouse visa is. Which by the sounds of it is fine if a) the family are being supported financially anyway, e.g. free accommodation etc and he wants to work. As soon as he has an NI number (post spouse visa) and a job he can become more self sufficient financially.

Also, I think once he has been here a few years he can then apply for permanent residency as the spouse of a UK citizen.
