I wouldn't ignore it.

Watched a program the other day on the iplayer where debt collectors, with the aid of the police, were stopping people in their cars on the side of the road and threatening to take their vehicles for non payment. most ?30-?60 fines ended up being ?500 plus.

The program was a year or two old and they said that the law was under review so it may be clearer now.

There are people out there who make it their life's work to help people like yourself in this position.
