I beliebe one argument for not means testing benefits

Is that it can put off people applying for benefits that they should be entitled too. Easier to just give out child and heating benefits and then take it back in tax. This was the argument my dear old Dad always put forward. But then he was a staunch socialist and probably not the same thinking the Tories use.
