The point is people don't actively think it

It's called unconscious bias, and most of the population does it. When you're in a white, middle-aged male dominated environment (i.e. football management), you're programmed to seek the status quo, because anything else would be outside your comfort zone. Any (legal) measure to increase the number of BAME managers will help this by changing the demographics of the population, but there also needs be more training and awareness-raising.
