I think it has increased because the other forms of cheating, like what Souness did, have been more or less stamped out by more red cards and tv coverage of every game. The British game was probably a bit slower to embrace gamesmanship than other countries because they were slower to stamp down on violent play.
Regarding pundits though, I don't think they should have to qualify every comment they make that could be seen as hypocritical. That would get pretty tiresome, and anyway, it was 30 years ago, he may well regret it or think differently now. I'd probably be pretty embarrassed by some of things I did and said several years ago as well.
