Roff mystery - hoo dunnit and why ?

Last week my elderly dad received a parcel, a padded envelope containing an iPad (older model, 32Gig) and no paperwork. It is in perfect condition and when switched on required initial set-up. He hadn't ordered it, there was no paperwork, no senders details and he doesn't enter competitions or the like. It was recorded delivery but the Royal Mail won't reveal sender details !! It was in the nice padded wallet, wrapped in bubble wrap and unmarked, as new. But no box, no instructions and no mains charger.

Why ?

And Who ?

PS His name and address were perfect, tho it was addressed to Doug C,,,, rather than Mr D C,,,,

Is it an elaborate scam, perhaps ? We know the one where someone comes to check delivery, and scams card details for his 'office' as proof of receipt.
