Have both countries agree to a boundary and a ceasefire, then have both presidents

agree to a ceasefire in writing

Then set up a US/UN embassy in both countries

The second either started terrorism or bombing each other, set up an army base in both countries, with the threat of force.

Once a ceasefire or agreement has been breached, have an international funded set up out there that can get anyone who wants to leave, an opportunity to get out and live somewhere else

Those that stay, would do so knowing that both countries will never have peace. Any attack on both embassy's or bases would result in air strikes on both countries known military set ups (which would be found out whilst being based out there)

Just a thought. Mainly an admin set up for giving people a chance to get out. Any genocide going on, make an effort to infiltrate death camps and save people
