It doesn't take much skill to fire a point and shoot missile....

which is what the rebels have used to shoot down several Ukrainian aircraft and helicopters. However these are only short range and not much good above about 15 - 20,000 feet of altitude.

The BUK is good for a range of up to 60,000+ feet of altitude hence the requirement for radar guidance.
