I am not saying the fans were culpable I am clearly staying that a lot of fans raised that

they were going to miss kick off and hence a rush to get in ensued.Neither they or the police could ever have dreamed what was to take place. Reading the report as was football in those days the police were more afraid of the two sets of fans meeting and fighting than the safety aspect in the ground. This was post Heysel and our reputation was pretty much scum throughout the football world .
