But EVEN if that is true, that makes them in no way culpable....

People who know better than me can debate the veracity of whether that contributed or not to the crush.But turning up for a football match an hour, half hour or 30 seconds before does not make you culpable for what happened. That seems to be what is rather sickeningly being asserted by some.
