I would suggest that's not far from being the case for Liverpool too

Bear in mind that they've gone four seasons without CL money - I don't know exactly how much their owners have invested, but I'm guessing that they've been running a very significant deficit. To my mind, the only club that can really claim the moral highground here is Arsenal.
