yes, I think that's right. Fifa probably won't ban it, at least not for a while

they're probably up to their necks in it as well.
I remember reading stuff about Brazil in particular (among others) being apt to give players games in friendlies so as to boost their transfer values. I wouldn't be surprised if Fifa had a hand in such things
