we had a similer situation with a tiler....

Was evident we were a part time job when he showed up for a hour at 6pm some nights and for 3-4hrs saturday mornings.... what we discussed would take a week in total took 3 months cos of Xmas in between....

His workmanship Was good Tho.

In your situation sounds like you have
handled it cooley and professionally so far. Docent everything, only pay in stages and be up front and advise him how much you Will pay for What stage by when.

If it comes.to it put it all in writing and mention trading standards and the local press - but as a last resort.
