Cheers + one other stupid question

Is shutting down and then powering up effectively the same as doing a restart? Only ask because if I ever restart the laptop it ALWAYS crashes mid-restart. Always has, even after it went away for major TLC from an IT mate a couple of years ago when I was having major memory problems.

Only reason I ask is obviously when performing certain tasks eg uninstalling USB drivers, the advice is always to restart and I know I can't!

I reckon I can get even duller than this post if I put my mind to it.
