Said it before, but I don't think the criteria for safe standing could apply at CR

at the moment. I'm pretty sure that in Germany, to prevent fans surging/grouping in one area, one of the conditions is to keep the away fans away from the standing area. Only way I could see it working is to move away fans entirely to the other end of the Jarrold, and convert the Lower Barclay. And I think that may make us lose more atmosphere than bringing back standing would gain.
